The "responsibility" wording is really pretty well understood by the American people. Colin Powell said it differently, but his Pottery Barn rule conveyed the same message. He was absolutely right, and so is Obama.

Rick: without endorsing SeriousLee's language, I have to agree with his point. The "UN action against Libya" would never have happened without the influence of the winner of the Nobel Peace Prize. That is food for thought.
