Here's a decent article outlining some of the debate on cap and trade energy plans. As I argued here, cap and trade not only makes energy far more expensive for consumers, but sets up a trade scheme that is not transparent and is open to manipulation by politically connected industries. This is why a carbon tax makes more sense if we want to raise the price of energy to encourage conservation. At least a carbon tax is uniform and simple.
Time will tell how South Dakota's delegation will vote on these matters. There is little doubt that cap and trade adds high potential for corruption to its economy crushing increase in energy prices.
