To emphasize Jason's point just below, look at the Freedom House rankings of the new members of the UN Human Rights Commission.  Nations are ranked 1-7 on both political rights and civil liberties.  A score of 1 is the best and 7 is the worst.  Freedom House then labels nations as "free," "partly free" or "not free." Here are the scores and labels:
Azerbaijan: PR: 6, CL:5 Not Free
China: PR: 7, CL: 6  Not Free
Cuba:  PR: 7, CL: 7  Not Free (Do I have to note that some members of Congress have a strange love affair with Cuba?)
Pakistan: PR:6, CL: 5  Not Free
Russia: PR: 6, CL: 5  Not Free
Saudi Arabia: PR: 7, CL: 6  Not Free
